The condition of the covering, flashing and deck matters more than a house’s designation date. A sound section does not become worn out because a calendar milestone has passed.

Southridge became a City-designated historic district on October 11, 2016, and the district was expanded on June 26, 2018. It is also carried on the National Register of Historic Places under reference number 100002882. The review a roof runs into comes from the City's designation.
Two dates matter here rather than one. The 2016 designation brought the district under the City's historic-district review; the 2018 expansion moved the boundary outward and took in blocks that weren't covered before. That's why an address, and not a neighborhood name, settles whether a particular house sits inside the district today.

Southridge’s designation and later expansion are reasons to check the current district boundary. The roof installed before those dates does not, by itself, establish what changes are appropriate now.
The current scope matters. Keeping identical roofing materials may qualify as ordinary maintenance; changing the appearance needs a separate review of the requirements.
Norman lists ordinary reroofing with identical materials as an exception to Certificate of Appropriateness review. For other exterior changes, ask City preservation staff what approval is needed.
Agree who will contact the City and provide any required material information or drawings. Do that before the order or tear-off when approval is required.
Historic review can affect visible materials and details. The roof must also meet applicable building and installation requirements. Resolve both parts of the specification together.
None of this decides whether the roof needs replacing at all. That's a separate question, and it's the one worth answering first.

It depends on the proposed work. Ordinary reroofing with identical materials is listed as an exception to Certificate of Appropriateness review. A material or appearance change may require approval. Confirm the scope with City preservation staff before work starts.
The current rules apply to the work you propose now. An earlier roof does not automatically authorize a change, but identical-material maintenance may qualify for the City’s listed exception. Check the address and scope together.
The address decides that, not the neighborhood name. The Southridge boundary was expanded on June 26, 2018, so two houses a street apart can sit on opposite sides of the current line. Check the address against the City's historic-district layer before you plan the job, because it changes the front end of the schedule rather than the roof.
